A committee is hereby established. It is known as the St. Louis Exploratory Committee.
The following constitutes the terms of reference of the St. Louis Exploratory Committee.
In these terms of reference, SLEC refers to the St. Louis Exploratory Committee.
Membership
Membership of the committee will comprise individuals to be named.
Other organizations, groups, or individuals that may have an interest in the St. Louis Exploratory Committee may be invited to join at any time, with the agreement of individuals to be named.
Membership is restricted to one representative. That representative should be drawn from the Board or equivalent management structure.
Meetings
Meetings will be held at irregular intervals, fewer or more than once a month.
The venue for each meeting will be decided by the committee and, as far as possible, will reflect the committee's membership and the geographical remit of the planned service.
Chair
The Chair of each meeting will be
chosen at the prior meeting. The Chair will revolve to all members to ensure buy-in from all involved.
Records
A record of each meeting will be kept by a designated reporter. Reporting will revolve to each member. It is the responsibility of the designated reporter to ensure that each member receives the report from the previous meeting not less than 24 hours before the date of the next meeting.
Purpose
The purpose of the St. Louis Exploratory Committee is to facilitate and oversee the development of the St. Louis Exploratory Committee through research and development, and in doing so to:
Address the strategic issues involved in establishing the St. Louis Exploratory Committee, including but not limited to:
— The structure of the St. Louis Exploratory Committee, including type of legal entity and management structure
— The aims and objectives of the St. Louis Exploratory Committee
— The timing and resources needed to roll out the St. Louis Exploratory Committee
Promote the development of the St. Louis Exploratory Committee to interested parties locally and nationally
Source and apply for funding for the development of the St. Louis Exploratory Committee at a county and national level
It is not the purpose of this group to replace or duplicate the work of any other group in the country.
In pursuing this purpose the St. Louis Exploratory Committee will ensure that:
Duplication of resources is minimised
There is a coherent approach to the work
Best value for money practices are implemented
Amendments to these Terms of Reference may be made at any time with the agreement of the committee.
Timescale
The St. Louis Exploratory Committee will review its purpose, aims, objectives, and achievements to date some months after the date of formation of the committee.
